Recent media reports state that President Hu Jintao has called for a
ban on culling dogs nationwide following the reactionary slaughter of
thousands of dogs in response to rabies fears over the past few
months. Whilst it doesn't end the slaughter of millions of dogs and
cats used in the meat and fur industry, it is nevertheless a positive
start.

Beijing anti dog crackdown stopped

Dear Animal Lovers,

Thanks to thousands of letters from concerned animal lovers the anti-dog crackdown in China has been officially stopped. The crackdown started in Beijing at the end of October and in response letters were sent to various Beijing authorities (police, mayor’s office, Olympic Organizing Committee etc.) and groups outside of China (Chinese Embassies and IOC). The mass of letters, which came from all over the world, including from within China, created enough pressure for the police to stop the crackdown. This announcement was confirmed to IFAW by the Beijing Police Bureau on Friday (December 7th).

The crackdown involved confiscation of dogs from homes due to excessive size limits (over 35cm), or lack or registration license. Since the halt of the anti-dog crackdown, the Beijing Police Department has initiated efforts to communicate with Beijing animal welfare groups. As part of this effort the Beijing Police organized a meeting with IFAW representatives on December 7th where IFAW emphasized its concerns about the treatment of dogs during the crackdown. IFAW also expressed concern about the negative image the crackdown has projected about Beijing and the damage this type of crackdown has done to creating societal harmony. IFAW pointed out the unenforceability of the current Beijing dog regulation and made recommendations for changes in future policies.

Four days later, on December 11th, animal welfare groups, including IFAW and the international and local media, were invited to tour the police pound. Although IFAW has obtained pictures of impounded animals in the past, access has been restricted for the past eight years. It was apparent that the pound had recently been renovated. The facility was barren but comparable to shelters elsewhere. Many of the dogs were wearing collars and tags, indicating that they were previously owned dogs. At the police pound, without compromising IFAW's position against the anti-dog crackdown, IFAW acknowledged that efforts have gone into building the pound. However, we pointed out that shelter is not the proper solution to the problem.

Dogs are companion animals and each and every dog at the pound should have a home. IFAW urged the police to return the owned dogs to their rightful homes. We fully accept they would want to impose conditions on registration and vaccination, and that those who don't comply with spaying and neutering may be fined. However, an issue remains. The return of many of these dogs is not possible under the current regulations because they represent breeds banned by the Beijing Dog Regulation or because they exceed the size limit set by the authorities.

The 'dog crackdown' came about because the authorities were attempting to enforce a regulation which is not based on sound science, is not enforceable, and does not have the support of the dog-owning population in Beijing. IFAW is urging the authorities to understand the importance of the positive role dogs play in communities and asking them to take a long term view to address the root of the problem rather than the symptoms. IFAW has pledged support to the authorities to help with the following:

* Production and printing of educational materials to promote responsible pet ownership, including registration, vaccination, spay and neuter, maintaining cleanliness in the environment, and harmonious relationships with neighbors.

* To introduce amendments to the Beijing Dog Regulation to make it more humane and realistic for dog owners to comply with. Our suggested changes to the Regulation focuses on the following:

* Size limit (35cm) has no scientific base. A dog’s temperament can not be judged by its size. The size limit also is making the regulation unenforceable.

* The regulation should regulate the behavior of PEOPLE, not dogs. Violators of the regulation are people and they should be punished (through fines, community service etc.) not the dogs who are already victims of irresponsible owners.

* The breeding of dogs for commercial purposes and markets should be regulated. Un-controlled breeding for trade is the main cause of the dog over population problem.

* To work with the legal community in China to introduce national legislation for the prevention of cruelty to animals.

Continuing vigilance and support from the international community will help ensure that reforms are secured:

Please therefore write letters to the Chinese Embassy in your country and the Beijing Olympic Organizing Committee, thanking the President of China for his intervention in stopping the anti-dog crackdown and asking that legislative reforms are made to the Beijing Dog regulations before Beijing hosts the next Olympics in 2008 and, at the same time, national legislation for the prevention of cruelty to animals is adopted in China.
